Saludamos a todas las organizaciones solidarias de Estados Unidos de América con el pueblo hondureño y con su lucha de resistencia nacional por transformar el país y lograr una verdadera democracia.

Tres situaciones ocurrieron con el segundo golpe de Estado Militar en América Latina ocurrido en Honduras durante el Siglo XXI; componentes de una estrategia bien definida.

Primero: La reactivación de la vieja doctrina de la Seguridad Nacional instaurada en la década de los años ochenta, la guerra de los conflictos de baja intensidad, la guerra irregular y la participación de torturadores entrenados en la Escuela de las Américas.


Segundo: el golpe militar que se produjo bajo la falsa justificación del respeto al Estado de Derecho, Constitución de la República y Democracia

Esta estrategia política e ideológica es producto de la articulación de la oligarquía, el ejército y la policía, la jerarquía eclesiástica, el poder mediático y jurídico y el capital multinacional. El golpe adquiere una dimensión internacional y es el anuncio de nuevos golpes en América Latina.

Tercero: El incremento acelerado de la violación sistemática de los derechos humanos de los sectores opositores al golpe de estado militar particularmente a miembros del Frente Nacional de Resistencia Popular: educadores(as), campesinos(as), estudiantes, obreros(as), pobladoras, feministas en resistencia, intelectuales y comunidad LBGT.

Tres respuestas se produjeron a nivel internacional como nacional ante el golpe militar:
  • La condena mundial al golpe de Estado Militar y la solidaridad internacional ante las violaciones a los derechos humanos que han continuado desde el 28 de junio 2009 hasta la fecha actual.
  • La organización del Frente Nacional de Resistencia Popular que constituye la fuerza opositora más significativa del país.
  • La constitución de la Plataforma de los Derechos Humanos integrada por seis organizaciones en orden alfabético CDM, (Centro de Derechos de la Mujer), CIPRODEH, (Centro de Investigación y Promoción de los Derechos Humanos), CODEH (Comité para la Defensa de los Derechos Humanos), COFADEH (Comité de Detenidos-Desaparecidos en Honduras), CPTRT (Centro de Prevención Tratamiento y Rehabilitación de las Víctimas de la Tortura y sus Familiares) y FIAN Internacional.
La Plataforma es una instancia de coordinación e integración de las actividades sobre la defensa y protección de los derechos humanos que se realizan conjuntamente tanto para los derechos individuales, colectivos, género, económico sociales, ambientales y en lucha permanente contra la impunidad y del respeto a la soberanía y dignidad de los pueblos.

El trabajo se realiza en forma conjunta en el terreno donde ocurren los hechos, en las áreas locales, comunitarias y urbanas. La filosofía es servir en forma ética y responsable. Desplazarnos sin importa la hora, el lugar y las circunstancias.

Entre los aspectos relevantes de la Plataforma han sido:
  • La denuncia sistemática de las violaciones de los derechos humanos en el plano nacional e internacional, la atención y medidas protectoras de las víctimas y sus familiares.
  • La condena del golpe militar, la denuncia del fraude electoral y el no reconocimiento del régimen actual que dirige El Estado hondureño.
  • La contribución en la creación y promoción de la Comisión de Verdad con la solidaridad de la comunidad internacional. Esta Comisión tiene toda la credibilidad ética de sus integrantes que informaran al pueblo hondureño sobre las violaciones de los derechos humanos.
Finalmente nos sentimos profundamente honrados al recibir el prestigioso reconocimiento en nombre de dos seres humanos ejemplares Orlando Letelier y Ronni Karpen Moffit y expresamos un abrazo solidario y fraterno a los organizadores del evento y reafirmamos nuestra lucha permanente en defensa de los derechos humanos. Speech of the Human Rights Platform of Honduras

We extend our warmest greetings to all the U.S. organizations working in solidarity with the Honduran people and with our national struggle of resistance, to transform the country and achieve a true democracy.

Three things happened with the second military coup in Latin America in the 21st century, that took place in Honduras, and they are components of a well-defined strategy.

First: The reactivation of the old doctrine of National Security implemented in the decade of the 1980s, low-intensity warfare, irregular war and the participation of torturers trained at the School of the Americas.

Second: The military coup was carried out using the false justification of respect for the state of law, the constitution of the republic, and democracy.

This political and ideological strategy is a product of the intersection of the oligarchy, the army and police, the religious hierarchy, media and legal powers and international capital. The coup had an international character and portends new coups in Latin America.

Third: The rapid acceleration of the systematic violation of human rights of the sectors opposed to the military coup d’état, in particular members of the National People’s Resistance Front: teachers, small farmers, students, workers, homesteaders, and feminists in resistance, intellectuals and the LGBT community.

There were three important responses to the military coup at both a national and international level:
  • The worldwide condemnation of the military coup, and an international show of solidarity against the ongoing human rights violations from June 28, 2009 to the present.
  • The creation of the National People’s Resistance Front, which constitutes the most powerful oppositional force in the country.
  • The formation of the Human Rights Platform made up of six organizations, in alphabetical order: CDM, the Center for Women’s Rights; CIPRODEH, the Center for the Investigation and Promotion of Human Rights; CODEH, the Committee for the Defense of Human Rights; COFADEH, the Committee for the Families of the Detained and Disappeared of Honduras; CPTRT, Center for the Prevention, Treatment, and Rehabilitation of the Victims of Torture and their Families; and FIAN, the Food First International Action Network.
The Platform is an example of collaboration and integration of various methods of addressing the defense of human rights, joining together to protect myriad rights: individual, collective, gender, economic, social and environmental rights, and in the permanent struggle against impunity and for the respect of the sovereignty and dignity of nations.

Our work is carried out jointly at the sites themselves: in rural areas, towns and cities. Our philosophy is to act ethically and responsibly—to be on call regardless of the time, the place or the circumstances.

The central actions of the Platform have included:
  • The systematic denunciation of human rights violations, at both the national and international level; providing assistance and taking measures to protect victims and their families.
  • Condemning the military coup, condemning the fraudulent [2009] elections, and non-recognition of the current regime controlling the Honduran State.
  • Taking the lead in creating and promoting the Comisión de Verdad; the Real Truth Commission, with solidarity from the international community. The members of this Commission, [as opposed to the official Truth Commission, which was set up illegitimately and serves to whitewash the coup], have ethical credibility and will inform the Honduran people about human rights violations.
Finally, we are profoundly honored to receive this prestigious recognition in the name of two exemplary human beings, Orlando Letelier and Ronni Karpen Moffit and we extend our warmest thanks to the organizers of this event and reaffirm our permanent struggle, as the Human Rights Platform of Honduras, in defense of human rights.
